We have a Base change life cycle model that is the base model we use for the development of governance life cycles. Phase H is an integral part of the enterprise governance model. During the Preliminary Phase the governance model be developed. As well as developing the governance framework, you need to establish the relationship between the governance framework and any other frameworks that the organisation employs.
